President Lai Ching-te traveled to Hualien this morning to present a posthumous presidential citation to Major Hsin Po-yi, a fighter pilot with the 27th Tactical Fighter Group of the Air Force’s 5th Tactical Composite Wing. The citation honored Major Hsin as an exemplar of loyalty and valor for his devotion to duty and defense of the nation. His father, Hsin Chin-yu, accepted the citation on his behalf. In his remarks, President Lai said that he gathered with everyone that day with a profound sense of sorrow to remember Major Hsin Po-yi, a courageous airman who gave his life defending the nation and its people, and to present a posthumous presidential citation honoring his contributions to both. President Lai recalled that in the prime of his youth, Hsin underwent rigorous training at Chung Cheng Armed Forces Preparatory School and the Republic of China Air Force Academy. After graduation, he chose the highly demanding vocation of military aviation, turning his loyalty to the nation and love of the skies into action. Ultimately, he gave his life in fulfillment of the military spirit of loyalty and valor. The President further emphasized that Hsin had performed his duties with devotion and distinction, successfully completing every mission entrusted to him by his superiors. He was not only an exemplary fighter pilot, but also a resolute defender of Taiwan’s airspace and peace across the Taiwan Strait. President Lai thanked Hsin for dedicating himself to military service and serving his country, and extended his deepest condolences to the family. He also noted that Hsin’s wife is an important member of the Armed Forces. Everyone was deeply saddened by Hsin’s loss, and he instructed the Ministry of National Defense to provide his family with the fullest possible support. President Lai said that Hsin was a source of pride to both his family and the nation. The loyalty and valor he displayed in defending the country would remain forever in the hearts of the people, and Taiwan would always take pride in his service. In closing, President Lai addressed Hsin directly: “Your mission is complete. Rest assured that we will take up the watch and protect the country and family you loved so dearly. Thank you. You are relieved of duty.” National Security Council Secretary-General Joseph Wu, Minister of National Defense Wellington Koo Li-hsiung, Chief of the General Staff Admiral Mei Chia-shu, and Chief of Air Force General Cheng Jung-feng also attended the ceremony.

Minister of National Defense Wellington Koo Li-Hsiung appeared today before the Legislative Yuan’s Foreign Affairs and National Defense Committee to deliver a special report entitled “Armed Forces Human Resources Policies and Future Response Plans amid the Impact of the Declining Birth Rate” and answer legislators’ questions. Responding to legislators’ concerns about cross-unit support duties and personnel utilization within the Armed Forces, Minister Koo said that a two-phase pilot program to outsource security duties at military schools would be introduced to ease the burden on frontline units. This would allow personnel currently assigned to support duties to return to their parent units and focus on their primary combat training responsibilities. Minister Koo stated that optimizing and making effective use of defense personnel is critically important in the face of Taiwan’s declining birth rate. To reduce the number of non-combat duties assigned to military units, the Ministry of National Defense plans to begin by piloting the employment of private security personnel at military schools. The first phase will officially begin on September 1 this year and cover five campuses: three National Defense University campuses, the Republic of China Military Academy, and the Republic of China Naval Academy. The second phase is scheduled to begin on January 1 next year and will expand the program to four additional locations, including the Army Academy R.O.C., Air Force Institute of Technology, and Chung Cheng Armed Forces Preparatory School. Once completed, security duties will have been outsourced at a total of nine military school campuses. Minister Koo emphasized that employing private security personnel would eliminate the need for military personnel to perform sentry duties and related support assignments on these campuses. This would not only reduce the routine workload of frontline service members but also allow personnel currently assigned to support duties to return to their parent units and devote their full attention to combat readiness and military training. By fulfilling the central objective of enabling service members to focus on their primary combat training responsibilities, the initiative will further ensure that the Armed Forces’ overall defense capabilities are not undermined by the declining birth rate.

Chung Cheng Armed Forces Preparatory School held its “50th Anniversary Celebration” today. Minister of National Defense Wellington Koo Li-hsiung presided over the event. Minister Koo encouraged all students to cultivate character, study diligently, build strong physiques, and develop an international perspective. He also expressed appreciation and gratitude to outstanding alumni from previous generations, as well as to the teachers and staff who had dedicated themselves to the school’s development. During the celebration assembly, graduates from the three services’ military academies who had studied at Chung Cheng Armed Forces Preparatory School were specially invited to return to their alma mater to participate in the military parade. They reviewed the troops together with current students, demonstrating the spirit of passing on the torch. Subsequently, the alumni drum and bugle corps and the Chung Cheng Armed Forces Preparatory School color guard and marching band delivered splendid performances, creating a lively atmosphere. In conjunction with the anniversary, the school also held a ribbon-cutting ceremony to open the school history museum, presenting the school’s founding history and serving as an important platform for deepening school history education and strengthening alumni bonds. Minister Koo specially commended 12 outstanding alumni and the junior high and senior high school students selected as “Chung Cheng Youth,” praising their outstanding achievements in different fields and academic performance. These not only inspired the students at the school but also served as role models for everyone to emulate. Minister Koo stated that Chung Cheng Armed Forces Preparatory School was not only an institution for imparting knowledge but also an important cradle for shaping character, cultivating discipline, and fostering team spirit. He proposed three points for students to strive toward — “cultivate character and study diligently,” “build strong physiques,” and “develop a global perspective” — encouraging them to cultivate a sense of responsibility and independent thinking, forge strong physiques and resilient willpower, while paying attention to international affairs, developing foreign language abilities, and broadening their macro vision to become modern military talents with an international perspective. “The key to Chung Cheng Armed Forces Preparatory School moving into the next 50 years lies with all of you.” Minister Koo emphasized that the Ministry of National Defense would continue to improve educational quality, optimize the learning environment, and deepen military professionalism and technological literacy, making the school an important cradle for nurturing future generals and core officers of the ROC Armed Forces. At the same time, he encouraged everyone to work together so that the military could continue to progress and jointly build a more elite and modernized ROC Armed Forces.
